According to the CIA the worlds GDP is 54.62 trillion. Therefore the below clearly off the wall plan would cost approximately half of the worlds GDP. Bummer.

OK, but if we go with the, "Let's not make the situation any worse than it is today", model, then we need to sink 50M tonnes of CO2 per year. This needs then only an expenditure of $2.5B globally. THAT is a doable number.
So, can we turn back the hands of time, no (presuming you are even sure of what the "pre-industrial level" is http://www.john-daly.com/zjiceco2.htm), but we can presume to stop adding to things significantly.
